On December 16, 2020, CR Healthcare and CSSC-GZ held a cooperation agreement signing ceremony about medical institution reform. The two sides will jointly promote the deepening reform of the medical institutions of CSSC in Guangzhou. Yang Lei, Director of the Reform Bureau of the State-owned Assets Supervision and Administration Commission of the State Council, Song Qing, Chairman of CR Healthcare, Zhang Jiande, Director of  CSSC 's Assets Department, Gu Yuan, Deputy Director of CSSC 's Assets Department, and Yin Xueming, General Manager of CSSC-GZ witnessed the signing. Liu Ju, Assistant General Manager of CR Healthcare and Zhou Qing, Deputy General Manager of CSSC-GZ signed the Cooperation Agreement on behalf of both parties.

The signing of the cooperation is the implementation of the CPC Central Committee and the State Council's strategic deployment about reform of state-owned enterprises. The signing is also the implement of SASAC of the State Council's requirements about stripping the social functions of state-owned enterprises and deepening the reform of medical institutions run by state-owned enterprises. It is a performance of implementing the strategic cooperation between CR and CSSC and promoting bilateral cooperation in the field of medical.

There are three medical and health service institutions in the project, which are Guangzhou Shipyard Staff Hospital, Huangpu Shipyard Staff Hospital and Guangzhou Shipyard nursing home. The total number of employees of the three organizations is 467, with 776 beds. In 2019, the number of outpatient and emergency visits was 481,000, and the number of discharge visits was 4,087, with a business income of 170 million yuan. This contract has laid the foundation for the establishment of Guangzhou Runchuan Healthcare Management Co., Ltd.

Guangzhou is the core city of the Guangdong-Hong Kong-Macao Greater Bay Area and also the key city of CR's investment in the Greater Bay Area. The two sides will strengthen fine operation and management, and continue to do a good job in medical security services for employees of the affiliated companies of CSSC, and take the opportunity of the construction of Guangzhou Shipyard Staff Hospital's new institute to distribute medium and high-end specialized medical services in the Greater Bay Area. In the future, the two sides will cooperate sincerely, complement each other's advantages, benefit each other and seek common development, so as to jointly create a new pattern of medical development with prominent professional characteristics, significant advantages and "health care" as the core competitiveness.
